On-the-Job-Training Guidelines

Length of Time

Up to six (6) months or twenty-six (26) weeks, to be determined by adding the middle three digits of the occupational code found in the DOT (Dictionary of Occupational Titles), to determine the skill level of the job to be filled. The skill levels and the time allowed for OJT are as follows:

   Skill levels 10, 11, 12 6 months (26 weeks)
Skill levels 13, 14, 15 5 months (22 weeks)
Skill levels 16, 17, 18 4 months (18 weeks)
Skill levels 19, 20, 21 or more 3 months (14 weeks)

Example: Dental Laboratory Technician, DOT Code 712.381.018. Add the 3 middle digits (3 + 8 + 1) for a total skill level of 12, so up to 26 weeks of OJT may be approved.

Amount of Reimbursement

Louisiana Rehabilitation Services will reimburse an employer who employs a client of LRS under the OJT program at a rate equal to the federal minimum wage. Reimbursement will be made on a basis of up to a forty (40) hour week (no overtime). The client may work over 40 hours, but LRS will not reimburse the employer for the overtime hours. The client may work less than 40 hours per week, but must work a minimum of 20 hours per week. Reimbursements are made monthly.

What is Required of the Employer

The employer and counselor will provide a general outline or schedule setting forth the various phases of OJT that the client will be expected to complete. Two samples are attached for reference: Dental Laboratory Technician and Structural Steel Drafter. [Sorry, these documents are not available in this online version of this document.]

The employer is expected to keep the employee as a regular and permanent employee at the conclusion of the OJT period and pay the client the going rate for the job being performed.

The employer will be responsible for making any and all deductions from the employee's paycheck that are required by law.

As with any other employee, the employer is required to carry Workmen's Compensation Insurance on the client and to make available to the client benefits offered to any other employee.

The employer is expected to furnish LRS with a monthly statement of hours worked and progress towards the training goal. LRS will furnish the appropriate forms to the employer. A sample of this form (RS-23) [Not available in this online version of this document] is attached for the Structural Steel Drafter position, for reference.

What is Required of LRS

LRS will furnish the employer with a letter authorizing the employer to begin the OJT program for the client. A sample is attached for the Dental Laboratory Technician position. [Not available in this online version of this document.] This letter will confirm the length of time and amount of reimbursement.

LRS will provide the employer with the monthly progress reports (RS-23) necessary to document the client's progress and hours worked, and maintain contact with the employer during the training period.
